General information

MAGNA is a non-profit independent medical humanitarian organization. We provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. Our teams are made up of health professionals, logistic and administrative staff.

We recruit medical and non-medical personnel, collects private and institutional funds and raises awareness among the public about populations in danger. Using a small but highly committed group of staff and volunteers, we have achieved respectable results. We treat patients suffering from a wide array of illnesses and health needs (child health, malnutrition, sexual violence, women health, mental health, HIV/AIDS, malaria, cholera and other diseases).

Currentlly we have open missions in South Sudan, DR Congo, Lebanon, Iraq, Afghanistan, Ukraine and Cambodia. Since start we have worked in over 15 countries in Asia, Europe, Africa and America.

Job description

Overall objective

The Medical Coordinator is responsible for the development of the mission’s strategy related to health and for the quality of the health programmes all along the project cycle, from assessment, to implementation, monitoring and evaluation. S/he works closely with the coordination team in assessing, implementing and following-up all health programs in the mission.

Tasks and responsibilities

  • Strategy: Working alongside the Head of Mission and the Health Advisor, s/he contributes to the development of new medical initiatives for the mission. S/he carries out epidemiological monitoring for the country and analyses strengths and weaknesses from the point of view of public health.
  • Programmes: S/he ensures that medical programme(s) are in line with MAGNA’s health policy and monitors them for quality and efficacy.
  • Representation: S/he represents the association to partners, authorities and local stakeholders involved in implementing medical programmes.
  • Human Resources / Training: S/he supervises the medical coordination team (MAGNA employees), provides support to Heads of Bases for recruiting technical staff and supervises technical training activities on the basis of identified needs with the Medical Officers in the base.
  • Logistics and Administration: S/he ensures the activities for which he/she is responsible comply with logistical and administrative procedures.
  • Safety: S/he contributes to compliance with safety rules within the mission and communicates any safety-related information to the Head of Mission. He/She ensures healthcare is provided for expatriate staff involved in the mission.

Specific objectives and related activities

  • Being responsible for defining, monitoring and updating the medical content of the MAGNA country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities and resources needed in order to cover the medical and humanitarian needs of the population at risk, and ensuring that the objectives and goals set in the Mission’s annual plan and project plans are achieved.
  • Being overall responsible for the appropriateness and quality of medical interventions conducted by MAGNA projects and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centred activities.
  • Monitore the medical and humanitarian needs in the Mission country through exploratory missions, the use of health information systems, monitoring and reviewing project proposals, determining necessary resources in order to cover medical and humanitarian needs of the population at risk
  • Being responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the programmes through regular field visits, analysing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results
  • In close collaboration with the Fin HR Coordinator, participating in the planning, definition and sizing of the health-workforce in the mission and supervising the associated processes (recruitment, validation of medical staff, training/induction, evaluation, potential detection, development and communication). Coaching and directly supporting project coordinators and medical teams in the implementation of the medical activities.
  • Being responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensuring preparation of all medical orders in collaboration with the Logistics Department and the submission of all medical purchase. Being accountable for the proper management of the pharmacy in the Mission, including projects.
  • Representing MAGNA before local medical authorities and keeping regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) in order to broaden the medical-humanitarian situation analysis, strengthening the impact of the medical intervention and supporting advocacy actions to raise humanitarian awareness.

Required knowledge and skills

Professional experience

Essential, degree in medicine or other paramedical studies.

  • At least two years in relevant positions in humanitarian aid.
  • Essential experience with MAGNA or other NGOs
  • Essential working experience in developing countries.

Knowledge and skills

  • Essential computer literacy (word, excel and internet)
  • Essential, mission language; local working language would be an asset

Your monthly (untaxed) salary will reflect your post’s seniority & your cumulative weighted work experience.

Starting from 2,381 to 2,572 Euros.

MAGNA field salaries are calculated in EUR and are not negotiable as they are part of a harmonized agreement across the MAGNA network.

The Education Programme Manager of TDH in Libya is responsible for the successful management and supervision of TDH Education Programme in Libya. The education programme is currently composed of three actions funded by ECW and Unicef, which are the following:
- ECW MYRP– Education Cannot Wait - Multi-Year Resilience Programme for Libya
- ECW FER – Emergency Response for Libya Education Sector to Daniel storm
- UNICEF: Provision of combined services at TDH Baity centers for the most vulnerable children and adolescents
The Education PM ensures TDH is appropriately represented at the Country level regarding its Education strategy and relevant networks/stakeholders. In addition, primary responsibilities include the organization of projects’ activities for the achievement of the planned targets, the management of the key staff appointed to the Education Programme’s projects, and developing new proposals, needs assessments and narrative reports. The Education PM is the leading education team member responsible for the overall integrity and coherence of the programme and its compliance with TDH and the donor’s strategies and procedures in Libya.

Specifically, the Education PM is in charge of:

Programme implementation
• Participating in and coordinating with the senior management team, ensuring regular information flows and timely decisions;
• Accountable for people management of field staff; this includes - hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.;
• Ensuring the overall provision of and adherence to the TDH’s policies, procedures, guidelines, systems and standard practices;
• Revision/evaluation of monthly activities concerning projects implementation with Head of Programme and Country Delegate;
• Suggestions for adjustment in project activities;
• Responsible for monitoring project/programme progress and guaranteeing the quality of the implemented activities and projects;
• Leading member of overall project evaluations, assessments, and baselines;
• Responsible for submission of internal reports to Country Delegate and Head of Programme and adjustments of programmes if necessary.

Team management, coaching and project supervision
• Monitoring and planning of project activities, ensuring effective delivery in line with donor requirements and the TDH’s mission;
• Overall management and coordination of education programme – ensuring results and objectives as per project documents are achieved within the given budget and time-plan;
• Collects internal and external reports to ensure effective information flows and to harmonize and finalize programme reports to be submitted to donors, being sure that reporting deadlines are met;
• Ensure timely information on progress and results is available by compiling, organizing, analyzing, monitoring, and preparing data for situation reports, fact sheets, donor reports, briefing notes, and other reporting products;
• Set up of tools for qualitative and quantitative indicators in collaboration with key staff;
• Undertake field visits – whenever possible - to gather the information on results related to the Education response activities to ensure that all data from the field is captured, documented and reported in a results-based and timely manner for donors and internal purposes;
• Supervise and/or coordinate with area team to better ensure the information flow, monitoring and reporting on project implementation, and provide financial and strategic oversight where required.

Financial responsibilities
• Responsible for monitoring the total budget of the education programme in the country and its implementation;
• Responsible for informing Head of Programme and Country Delegate of issues with an impact on the budget and suggesting reallocations;
• Preparing the budgets for project proposals (with the support of field and admin staff);
• Consult on level of expenditure of project budget lines and comparison to actual implementation on the ground at global level;
• Supervising the preparation of financial reporting on projects performance and evaluation.

Programme development
• In collaboration with Country Delegate, Head of Programme and technical staff, shall implement an appropriate the defined strategy related to the Education/Child Protection Sector, setting clear objectives and indicators;
• Supporting the development of new proposals for Libya and Tunisia, aligned to TDH’s Country Strategy, in collaboration with Country Delegate, Head of Programme, the Child Protection Programme Manager and technical coordinators, applying a multisector approach;
• Supporting donor relations by contributing to the production of various communication products for donors and accompanying donors during field visits, in coordination with programme and field office colleagues;
• Providing strategic and technical guidance on key components of TDH’s work to foster good practice and ensure that minimum standards are met in all sectors.

Strategic partnership and networking/representation
• Supporting the development of the country strategy document;
• Submitting relevant documentation and data for project proposal development;
• Participating in Cluster/Sector coordination meetings at the national level and other working groups or coordination meetings, as required, representing the organization and feeding back to the Head of Programme and Country Delegate on relevant issues, and following up on relevant action points;
• Developing and maintaining appropriate, regular, transparent and supportive communication with the assigned project staff, technical coordinators as well as other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, ECW and UN agencies and other NGOs), to ensure good cooperation and partnerships;
• Attending donor and other partners meetings, representing the progress of activities in field offices (planned, implementation, planned changes, achievements, new project possibilities);
• Ensuring collaboration and coordination with the other Operation Managers to ensure programmatic integration, sharing of lessons, best practices;

The parties may mutually agree on additional tasks to be assigned to ensure the smooth and correct implementation of the assigned role.

Coordination and Line Management
The Line Manager within TDH in Libya is the Head of Programmes.
For contractual matters, the reference person is the Country Delegate.

Requirements

Mandatory:
• University degree (minimum BA) obtained for at least 2 years;
• At least 3 years of experience in similar positions;
• Previous experience in managing Protection and Education (EiE) projects
• Excellent knowledge of English, both written and oral; knowledge of the Arabic language will be a rewarding requirement;
• Excellent knowledge of the Office application package with particular focus on Excel and Word;
• Excellent organizational and human resource management skills;
• Ability to adapt to difficult contexts;
• Excellent ability to understand gender issues in a complex environment;
• Adherence to the principles and values of the Terre des Hommes Italia Onlus Foundation.

Desirable:
• Experience in managing emergency projects;
• Interest and motivation to work in a non-profit organization.

Terre des Hommes Italy seeks candidates to fill the position of Child protection officer.

Location: Kyiv with missions to project’s locations

The CP officer will oversee:

  • Supervise the field team in the implementation of the CP, GBV, Case Management and PSS activities implemented by the local partner.
  • To be present regularly to project locations to monitor quality of activities and staff performance based on international guideline, SOP and agreed procedure. Filed visit will be planned only if security allow, in case is possible to work remotely.
  • Monitor and coordinate the implementation of training on CP, PSS, and Psychological First Aid for the team in charge to the beneficiaries’ support.
  • Support management team in designing monitoring tools to ensure the quality of implementation.
  • Draft monthly detailed analysis and report of the activities or ad-hoc reports of the activities when required by the management.
  • Support grant and management team in the draft of technical parts of project proposals.
  • Support in mapping the services in intervention and facilitate the creation/strengthening of referral mechanisms.
  • Attend relevant meeting and CP/protection clusters and keep track of what has been reported in the various meetings on the subject.
  • Support the mission in developing the Protection strategy.

Requirements

Education:

University degree in Pedagogy, Psychology, Psychiatry, Social work, Education or analogue

Job experience:

  • Previous experience in INGOs (at least 1 year)
  • Previous experience in analogue positions (preferable at least 1 year)
  • Basic knowledge of PSS and PFA

Languages

• Fluency in English is mandatory

Terre des Hommes Italia (TDH IT), member of Terre des hommes International Federation, works in 21 developing countries implementing projects and activities for the benefit of more than 3 million people.

TDH IT implements relief and mid-term programmes and projects in the fields of education, primary health, protection, PSS and child rights.

Terre des Hommes Italia works in Lebanon since 2006. Since then, it has implemented several educational, protection and livelihood interventions in the most deprived areas of the country and in the Palestinian refugee camps.

Since the onset of the Syria crisis, Terre des Hommes has provided support to the Syrian refugee families fleeing their country and looking for a shelter in Lebanon, thanks to the support various donors (EU, ECHO, UNICEF, UNHCR, OCHA Italian Ministry of Foreign Affairs and International Cooperation, Agenzia Italiana per la Cooperazione allo Sviluppo-AICS).

As part of this work, TDH IT is now looking for a Head of MEAL Department.

Main Responsibilities:

The Head of MEAL Department will be responsible of:

  • Design and develop the MEAL Country strategy and Guidelines to ensure that all the components (Monitoring, Evaluation, Accountability and Learning) are performed at country level
  • Manage and develop the whole MEAL system and mechanism at country level, ensuring accurate and timely reporting and the effective dissemination of the evaluation findings
  • Design the MEAL plan for each project and area, in coordination with the MEAL Managers, in compliance with the projects Log-frames, donors’ requirements, the sectoral regulation and the international standards
  • Design and develop MEAL tools and SOPs to be adopted at country level, with the support of the MEAL Managers, to ensure that all the MEAL activities and mechanism are harmonized in all the areas of intervention
  • Supervise the technical development of the existing IM platform to be used at country level in all the area of intervention
  • Perform data quality checking and data analysis on regular basis
  • Finalize monthly reports and analysis reports (including need assessment) at country level, according to the reporting deadlines and the Delegation needs
  • Provide evidence-based recommendations and trend analysis at country level, to actively support program implementation, donor reporting, planning and programming as well as proposal writing
  • Provide continuous capacity building and training to the MEAL staff on data collection methodologies, data analysis and reporting
  • Technical and operational management of the MEAL Managers to ensure that the MEAL activities are performed according to the Guidelines, SOPs and Plans, ensuring and so to ensure the quality of data and reports
  • Act as M&E Manager within the BTF Consortium, ensuring harmonized MEAL mechanism, framework and guidelines and attending Project Leading Committee and Project Steering Committee meetings
  • Regularly chair technical meetings with the MEAL staff and coordinate across different Department, areas, and component to ensure an effective MEAL implementation
  • Regularly attend on behalf of TDH IT sector/cluster and inter-agency meetings
  • Design and plan external evaluation or any relevant consultancies

Required Profile

Education / Training

• University Degree in International Development, Statistics, Social Science, or similar relevant degrees

• Perfect acquaintance with main donors’ procedures and requirements in terms of MEAL (EU, UNICEF, OCHA, AICS)

• Proven ability to use statistical software packages and main tools for data collection

Professional experience

• At least 3 years of professional experience with humanitarian organizations in designing, implementing, reporting, monitoring, and evaluating interventions focused on Education, Protection, PSS

• Proven technical ability and experience in survey design, sampling methodologies, data analytics and statistical analysis

• Fluency in written and spoken English is essential. Arabic is an asset

• Highly developed analytical and reporting skills

• Proficiency in MS Office Excel, Word processing, Power Point

• Basic skills in database design and other information management tools

• Previous working experience in the Middle East is a strong asset

• High level interpersonal and cross-cultural communication skills, ability to capacity build others
